Each parish has a parish council. In Kvaglund Church the members of this council are 10 lay people, elected for four years, and the ministers of the parish. All members of the Danish National Church in Kvaglund Parish who are over 18 years of age are entitled to vote and are eligible.
A very important function of the parish council is the selection of new ministers. A prerequisite for becoming a minister is to have completed theology studies in a Danish university.
However, the parish council devotes its attention primarily to administrative and managerial tasks: local administration and the care and upkeepof the church, the parsonage, meeting halls, offices and churchyard. In addition, the council should, along with the clergy determine the times for the church services, the uses for collections in the church and any modification in the liturgy and rites used in the church. More substantial changes in liturgy also require prior approval from the Bishop. The parish council appoints the parish clerk, church custodians, organist, choir, and personnel for the cemetery.
